Fan clutch removal tool

I am new to the E46 arena so please bear with me. First I need to know if anyone knows where to purchase the fan clutch holding tool (schley sp 61600) or a universal one with one-day delivery or pick-up? Secondly, I need to know whether or not if you can turn the fan while mounted if this indicates a bad clutch. Thanks MGJ/// mgj1us@att.net for speedy reply
