Can a e46 m3 reach 400 hp with only map and headers?

Hi brothers, I'm currently buying a 6 speed manual e46 m3 and the owner told me that it has 400 hp with just headers, map, and a short shifter. Is that possible? I did some research and learned that these mods can only give 47 hp so I wanna know if the guy is just exaggerating. Thanks in advance!
