Best Style of Scanner or Diagnostic Tool?

So I got my first CEL light last night and am a little nervous. The car runs completely fine and the same as before it came on, but I want to be super cautious.

Looking at buying something to diagnose the issue. I've seen some people discuss and recommend getting an OBDII Wifi/BT dongle and then software like OBDFusion. Then I've also seen mention of the Peake scan tool, The Schwaben (Foxwell) scan tool on ECS....

I guess I'm not completely sure of how they differ and which is best and why? They seem to do a lot of the same things from what I can see. But I'm FAR from an expert on any off this.

Was leaning towards a dongle and OBDFusion, but won't go that route if the others are recommended instead.
