Intermittent cabin heater - issues

My 1999 328i cabin heater is "gludgy"; sometimes LOTS of heat, other times hardly any. The temperature setting of the climate control seems to have little influence. Might the sensor be at fault? Is it located behind those little grills that flank the controls on the faceplate? Should I blow some compressed air in there to "rearrange" any accumulated dust/hair/etc ... or maybe the reverse/use a vacuum to get it out of there? Or should the unit itself be removed from the dash, disassembled and cleaned? BTW, what is the difference between that unusual air control (vertical knurled wheel) between the air outlets middle of dash, and the "O" button to the right of the climate control? I understand that the knurled wheel regulates the mixture of interior and exterior air supply to the heater, but doesn't the O button do the same thing, like the more usual "recirculation" button?
