Worst Case: What if it doesn't rain in CA all winter?

It's already been one of the driest years in history. Farmers are struggling and failing to maintain their crops and herds. Cities that use wells are having water trucked in because their wells have run dry. Above- and below-ground water supplies are dwindling or gone.



California is one of the biggest agricultural sources in the country and world, and has two of the biggest cities in the country. What if it didn't rain, water consumption continued, and the current sources of freshwater were consumed? What do you think would happen?
