Turn signal and emergency lights flash by themselves

I have a 02 bmw 325i today the dash will not show that my lights are on or my turn signals when I manually do it. But the turn signals show that they are flashing even when I have not turned them on. Then my ac stopped working while all of this happened and my car will not lock anymore or release the trunk. With the car off it beeps as if I left my lights on. I had someone check the volts from the battery and they jump from 0.7 to 14. And drop back down could the alternator cause all of this to happen
