Fog lights not turning on..

My fog lights have been out for as long as I've owned the car.. And today I was looking at the fuse box and pulled out number 38 and it was a blown fuse.. I replaced it and turned on my fog light switch and they still didn't turned on.. Checked the fuse and its blown again.. Any ides why the fuses keep getting blown??
