Still looking to improve the touring brake light situation

They just feel dangerously dim to me.

So, here's my new thought: Instead of having the one bulb that runs as a running light and the other as a dedicated brake light, how about instead...

Both bulbs are two stage bulbs.

Both come on dim when the headlights are on, as running lights.

Both come on at full brightness when braking (along with the 3rd brake light).

Possible? Suggestions as to how to do this?
