Rear fender mod

I like this rear fender drop over the wheel. Anyone have any links to who did it, or how it was done. I'm wondering if he just welded in a panel and dropped down the lip, or if another qtr. was cut longer and fit into place? I stumbled across the pic on google and when I hit "visit this site"......

I realize A LOT of you may not like it, but if we all liked the same stuff, what a boring world it would be.
