Is it normal for LTFT to be locked at a single value?

So today on my way to work I decided to hook up obd fusion and watch fuel trims and whatnot since its been little while since I've done so. My stft on both banks were jumping around and from what I understand it's normal for stft to do that. But my ltft on both banks were locked right at 3.9%. Over the course of the 15-20 min drive LTFT for both banks never moved bit. I'm not particularly worried about LTFT of 3.9% but I do find it a little odd that it never changed at all. There aren't drivability issues to speak of.

So I'm pretty much just wondering if it's normal for LTFT to stay at a constant fixed value? I do have two logs from the drive in to work(stopped about half way to buy some pizza, hence two logs lol) if anyone is interested in looking at them.
