RPM Spike On Decelaration

Hey guys. So lately, I've been having a problem with my car. It has an automatic gearbox and I drive in manual mode 95% of the time.

Let's say I'm in 3rd gear and about 3.5K RPM. When I let off the throttle to come to a stop or slow down, right around 2K RPM, the needle bumps up about 100-200 RPMS's then goes back down normally. It's not just the cluster that's doing that. I can feel it too. Also when I'm almost at a complete stop, the MPG gauge goes up to like 30, then comes back down to 0. Everything else seems to be working fine. No hesitation on acceleration.

This seems to only happen in 3rd gear.

A week ago, it did the same thing in 2nd gear at 1K RPM. It went away the next day and hasn't come back yet.

What do you guys think? Vacuum leak, dirty ICV, or transmission problem?

Before you "Search" gurus start, I did search, but haven't stumbled across anything so far.
