Calling all lawyers: Annoying neighbors!

I have a neighbor on a shared walkway that placed an inflatable Christmas tree on said walkway but its fan is so loud that I can hear it from within my closed home. Oh, not to mention it blocks the walkway. What can I do and still be within my rights? I unplugged it earlier (the plug is in public space), and I overheard the neighbor cussing when she found it. So yeah, what can I do?
