Over heat with ac on

I was sitting in a parking lot with the car warmed up and decided to try the AC. I've only owned the car for about a month now (03 325xi 190kmi) so summers coming and wanted to see if I could get some cold air out of it. Today the temp outside was only 46* and like I said the car was warmed up. So I hit the ice button, at first I heard the pump kick in and noticed the RPM's drop. Figured that was normal so waited a few minutes. Then the temp started to climb.. Soon as I kill the cold it levels out and drops again. So tried it again and same thing, up it went. (And the air coming out wasn't all that cold) so this time I hopped out to see if the elec fan was even on, it wasn't. Checked the fuse for it, all good. I checked the coolant when I first bought it and it was at a normal level and looked good, never had an over heating problem with it before, but it's been cold so I've always had the heat on... I have an 02 325xi as a parts car, everything under the hood should be the same, yes? The only difference I've found thus far is different coil packs.

Any input is much appreciated.
