Air pump noisy at start up

I'm pretty sure it's an air pump it's in between the windshield washer reservoir and the fuel rail. It has been kinda loud the last few months can here it running and can hear it power off but as of the last couple days it sounds really loud at start up and for bout a minute or so after until it shuts off, has anyone had this problem
