Static Low Side AC Pressure Doesn't Change

Exactly what the title says. My static low side is 40 psi, which I know is low. And when I turn on the A/C the compressor doesn't click and the pressure doesn't change. I know compressors won't kick on if it's too low, but if it thinks it's 40 shouldn't it at least try? Fuses are good, but past that I'm all ears.

And what leads me towards the compressor. It's oily. But nothing above it is oily, so I really don't think it's coming from above (OFHG, valve cover, etc.).
