I'm looking for some guidance on identifying if I have a faulty electric cooling fan. Over the weekend I overheated while idling with the air conditioner turned on. I had the car towed back to my house and noticed that my not-so-new, but also not-too-old expansion tank had a hairline crack and was dripping coolant. I was looking for a root cause as it seemed strange the tank would crack again so soon. I noticed that I don't ever recall seeing, or hearing, my electric fan running. Given that the problem also started while I was idling in 90+ degree weather with the air conditioning running, I'm wondering if I don't have an air flow issue.
The Bentley manual states that when the vehicle is first started, the ECM will activate the electric fan briefly at 20% speed. My fan does not spin at all on start up. Neither on hot or cold startups. I guess my question is, does the fan ALWAYS activate on startup, regardless of conditions? I have a new expansion tank on the way but I'm wondering if I shouldn't also order a new fan assembly too. And FWIW, the fan spins freely by hand, fuse 37 looks good, and there are no engine codes being thrown.

Proper way to diagnose a faulty Electric Cooling Fan?
